JAKARTA (April 10th 2020) - Director General of Social Rehabilitation, Harry Hikmat visited the Bambu Apus Protection House and Trauma Center (RPTC) to meet 83 Indonesian Citizens of Human Trafficking Victims (WNI M KPO) who had just arrived from Kuala Lumpur, Malaysia.

 

A total of 83 Indonesian M KPO citizens consisting of 53 men and 30 women were escorted from Soekarno Hatta Airport by using the Damri Bus. They arrived at RPTC Bambu Apus on Thursday, April 9th, 2020 at 22:28 WIB.


Upon arrival at RPTC Bambu Apus, a male Indonesian citizen, KPO, was recorded as having his identity data such as name, age and address of origin. They were also checked for temperature one by one. The client's condition when he arrived at the RPTC was quite good and all were wearing masks. After being recorded they were also given dinner.


There are 53 male KPO Indonesian citizens placed in the male building, 1 room containing 20 people. For Indonesian citizens, female KPOs are placed in the women's building, 1 room contains 15 people.


On April 10th, 2020, as many as 30 Indonesian KPO women were gathered at the Recreation Room to be briefed, given clothing and their complete identity data. Then 53 male KPO Indonesian citizens were gathered at the male building to be briefed, given clothing and complete data back. After they were recorded, they were given breakfast.


During his visit to RPTC Bambu Apus, the Director General for Social Rehabilitation provided counseling regarding the prevention of COVID-19 transmission, including wearing masks, social distancing, and how to maintain personal and environmental hygiene. In addition, Indonesian citizens with KPOs were also given information on how to properly migrate through official government procedures.


On this occasion, the Director General for Social Rehabilitation also invited Indonesian KPO citizens to have a dialogue about their experiences while working in Malaysia and their experiences while in immigration detention. The Director General provided motivation for Indonesian M KPO citizens to undergo a quarantine period by following the applicable rules in RPTC Bambu Apus and also provided reinforcement so that they would go through all the processes sincerely.


In addition, the Director General of Social Rehabilitation also provides reinforcement for social workers at RPTC Bambu Apus to provide services according to social work approaches and techniques.


Coordinating Minister for Human Development and Culture Regulation Number 3 of 2016 concerning the Roadmap for the Return and Empowerment of Indonesian Workers is problematic, indicating that repatriation in this case is carried out by the Ministry of Social Affairs and BP2MI.


According to the Minister of Social Affairs Regulation No. 30 of 2017 concerning the repatriation of Migrant Nationals of Human Trafficking from Malaysia to their Regions of Origin. The Minister of Social Affairs Regulation states that the purpose of returning Indonesian KPO citizens is to return them to their original areas and reunite with their families, communities and social environment.
