Synergy of the Strategic Meeting Synchronization Meeting through Teleconferences

JAKARTA (March 19, 2020) - The Ministry of PPN / Bappenas held a teleconference meeting related to the synchronization of the Ministry of Social Affairs' Strategic Plan with the 2020-2024 RPJMN with the agenda for Explanation of the Development of the Ministry of Social Affairs Organizational Structure, discussion of general agreement points on strategies and concepts in the Ministry of Social Affairs Strategic Plan, and Discussion on the Privileges and Strategies of each Program in the Ministry of Social Affairs.

The first day of the teleconference began on Thursday 19 March 2020 at 10:00 WIB which was followed by the Head of the Planning Bureau, the Head of the Organization and Staffing Bureau, the Secretaries of the Directorate General in the Ministry of Social Affairs, and the Echelon II Officials with all work units in the Ministry of Social Affairs.

The meeting began with a presentation from the Director of Poverty and Social Welfare of Bappenas who said that the Strategic Plan must be completed in April. In addition the Ministry of Social Affairs Strategic Plan 2020-2024 must include strengthening regulations and institutions, so that the budgeting mechanism will be based on the new SOTK Proposed scheme. In the near future the Ministry of Social Affairs Strategic Plan will be discussed with the involvement of Kemenpan RB.

Based on the agreement regarding the program restructuring, of the 7 existing programs, there will only be 2 programs, namely Management Support Program and Social Protection Program. The internal management support program includes the generality, supervision, and part of the education and training program. On the other hand, the social protection program includes 3 pillars namely social assistance, social rehabilitation and entrepreneurship (KUBe).

The Strategic Plan must also include a description related to adaptive social protection and Data Agency development plans as a center link.

Furthermore, the Head of the Planning Bureau gave a presentation related to the progress of the preparation of the Ministry of Social Affairs Strategic Plan 2020-2024.

The Head of the Bureau explained that the Ministry of Social Strategic Plan was nearing the finals, but there would be an adjustment to the program nomenclature which would only use 2 program structures, namely internal management support and social protection.

What's to be expected in the 2020-2024 Strategic Plan is the establishment of the Kessos Index as an indicator of the performance of strategic targets.

Moreover, it was conveyed that the program restructuring will be adjusted without changing the existing structure. However, ideally the new organizational structure is compiled based on the performance tree/strategic map in the Strategic Plan, not so that it forces the elaboration of the performance in the Strategic Plan to change.

The meeting continued with the presentation of a new organizational structure draft by the Organization and Staffing Bureau, as well as discussion and question and answer explaining that the organizational structure concept had been submitted to the Ministry of Administrative and Bureaucratic Reform and currently still waiting for discussion. However, this did not rule out the possibility that the organizational structure needed to be adjusted to the Strategic Plan being prepared in the preparation .

For the next session there will be a presentation from the Ministry of Social Affairs Echelon Work Unit 1 Secretary, which will start at 13.00. Today's presentation was delivered by the Secretary of the Directorate General of Social Protection and Security, Secretary of Badiklit and the Head of Social Welfare Center.
