Suharto inaugurated a Social Rehabilitation Workshop for Victims of Drug Abuse
(LRSKP) and a Social Rehabilitation Workshop for People With HIV (LRSODH)
"Reduce" in Takalar, South Sulawesi. This inauguration is a sign of
the operation of an inclusive National institution, which supports Eastern
Indonesia in terms of social rehabilitation for victims of drug abuse and
people living with HIV.
Standing on a
land area of 6.6 hectares, LRSKP NAPZA and LRSODH "Pangurangi" in
Takalar are here to provide services that refer to the New Platform 5 Cluster
Social Rehabilitation Program (PROGRES 5.0 NP). This program focuses on social
rehabilitation services that are holistic, systematic and standardized for 5 clusters
of Social Welfare Service Recipients (PPKS) which include victims of drug
abuse, children who need special protection, people with disabilities, the
elderly and the social disabled and victims of trafficking in persons.
The Minister of
Social Affairs revealed that the current Ministry of Social Affairs program
policy is to focus on increasing the capacity and quality of beneficiary human
resources through social rehabilitation programs and handling the poor.
"One of the current social rehabilitation programs is handling ex-drug
victims and people living with HIV," said the Minister of Social Affairs
The inauguration
of the LRSKP Drugs and LRSODH "Pangurangi" in Takalar was a response
to the "Emergency Drugs" program launched by the President. The
"Drug Emergency" program was created because of the results of a
survey by the National Narcotics Agency and the University of Indonesia Health
Research Center (Puslitkes UI) which estimated that in 2015, drug users in
Indonesia were 4.1 million people or 2.2% of the total population.
Takalar was
chosen as the location for social rehabilitation institutions based on the
mandate of Law Number 23 of 2014 on Regional Government, which the Central
Government has the authority / obligation to carry out social rehabilitation
for victims of drugs and HIV. In addition, BNN data shows that the number of
drug abuse in South Sulawesi is high, namely 138,937 people or 2.27% of the
total population in 2015, although this figure then decreased to 1.95% or as
much as 133,503 people in 2017.
Edi Suharto said that this inauguration contained two main events, namely the Signing of the Inscription and the Submission of the Minister of Social Affairs No. 6 of 2019 concerning the Organization and Work Procedure of the UPT "Pangurangi" in Takalar from the Minister of Social Affairs to the Director General of Social Rehabilitation, as a symbol of the start of the operation of this institution.
"We need to
understand together that, because this institution belongs to the Central
Government, this Loka is an inclusive National institution. This means that
services to drug and ODH abusers are not only located in South Sulawesi, but also
include other provinces, especially as a regional buffer. Eastern Indonesia in
terms of social rehabilitation for victims of drug abuse and people living with
HIV, "said Edi Suharto.
The workshop,
which has been built since 2017, will provide rehabilitation services to
victims of drug abuse, in this case called beneficiaries, either referred to by
the local Social Service or by the victim's family. Of course, beneficiaries
will go through several stages of assessment to determine what rehabilitation
is needed by the beneficiaries.
